RCR Mining Technologies, is seeking an experienced and commercially focused Pre Contracts Manager to lead our tendering and pre-contracts function.

Reporting to senior leadership, you will oversee the full tender lifecycle—from opportunity qualification and bid strategy through to contract award and project handover. This role is critical to securing profitable work, maintaining governance standards, and delivering high-quality, competitive submissions that align with our strategic and financial objectives.

Key Responsibilities

• Lead and manage the full tender lifecycle, including enquiry review, bid preparation, submission, negotiation, and contract award.
• Facilitate opportunity qualification and Go/No-Go reviews to prioritise strategically aligned opportunities.
• Develop bid strategies, win themes, and compelling customer value propositions.
• Ensure all tender submissions are compliant, accurate, competitive, and delivered on time.
• Manage tender pipelines, forecasting, and resource allocation across multiple opportunities.
• Oversee cost estimating, pricing strategies, and commercial submissions.
• Conduct risk assessments and value engineering initiatives to optimise commercial outcomes.
• Review contractual terms and coordinate risk mitigation strategies with Commercial and Legal teams.
• Support business growth by delivering commercially sound tenders aligned with margin and revenue targets.
• Lead cross-functional collaboration across Engineering, Procurement, Operations, Commercial, and Project Delivery teams.
• Build and maintain strong relationships with clients, consultants, suppliers, and internal stakeholders.
• Manage tender governance, approval processes, and delegation of authority requirements.
• Ensure structured project handover to delivery teams, including documentation of risks, assumptions, qualifications, and clarifications.
• Maintain CRM data integrity, reporting, and tender performance metrics.
• Drive continuous improvement initiatives across tendering processes, systems, governance, and bid quality.
• Ensure compliance with AS/NZS ISO 9001 Quality Management Systems and RCR quality standards.
• Promote a culture of excellence, accountability, and continuous improvement.

Qualifications. Skills and Experience

• Tertiary qualification in Engineering, Construction Management, Quantity Surveying, or a related discipline (essential)
• Minimum 5 years’ experience in pre-contracts, estimating, tendering, or bid management roles.
• Demonstrated experience within construction, engineering, mining, manufacturing, or related industries.
• Proven success leading complex, multidisciplinary tenders and bid teams.
• Strong commercial acumen, including estimating, pricing, and contract review.
• Experience managing CRM systems, tender pipelines, and reporting.
• International tendering experience will be highly regarded.
