About the Role

The Tactical Procurement Manager leads tactical procurement activities across supported operational sites within the North American Shared Services context, ensuring daily procurement needs are executed safely, efficiently, consistently and in line with established procurement governance. The role coordinates procurement priorities across supported sites and acts as the primary escalation point for complex or high-risk transactional matters.

In leading the extended tactical procurement organisation, the role balances operational responsiveness with commercial rigour, service performance and compliance. The incumbent collaborates closely with site leadership teams, category managers, procurement function colleagues and other stakeholders to align workloads, resolve constraints and ensure effective continuity of supply.

The Procurement Lead drives performance through clear prioritisation, standardised processes, KPI dashboards, coaching and continuous improvement, while enabling effective use of Coupa, SAP and other related procurement tools.

Key Responsibilities:

• Lead tactical procurement activities on supported operational sites, establishing clear priorities, service levels and consistent ways of working.
• Coach and develop lead buyers and the tactical procurement team, strengthening accountability, capability and succession planning.
• Oversee workload distribution, backlogs, long-pending purchase requests, urgent needs and escalations to provide timely and effective support.
• Ensure procurement activities comply with delegations of authority, strategic procurement requirements, policies, processes, contracts and governance controls.
• Collaborate with site management, category managers and procurement teams to align procurement priorities with production, maintenance, project and business activities.
• Monitor procurement performance using KPI, dashboards and periodic reviews, implementing corrective actions and measurable improvements in service, compliance and backlog reduction.
• Provide leadership in handling complex procurement, supplier, commercial and transactional issues within the tactical procurement mandate, escalating strategic or high-risk matters as required.
• Promote process standardisation, adoption of Coupa and SAP, automation and continuous improvement initiatives to increase efficiency, data quality and user experience.
• Support supplier performance, demand consolidation and the appropriate use of contracts, preferred supplier catalogs to increase value and reduce transactional complexity.

Do you have what it takes?

• University or college degree in supply chain management, business administration, commerce or related field, or an equivalent combination of education and experience.
• More than 8 years of progressive procurement or supply chain experience in mining, metallurgical, heavy industrial sectors or a similarly complex operational environment.
• Demonstrated experience managing procurement teams and achieving results in a centralised, shared services or multi-site environment.
• Excellent knowledge of tactical procurement, competitive bidding, commercial evaluation, purchase order management and procurement governance.
• Experience managing operational priorities, procurement backlogs, escalations and performance via structured KPIs and action reviews.
• Practical knowledge of ERP systems and digital procurement platforms, notably SAP and Coupa.
• Strong leadership, coaching, communication and stakeholder management skills with the ability to foster accountability and alignment across functions.
• Methodical, business-minded approach, with professionalism, strong problem-solving abilities and the ability to make effective decisions in a dynamic environment.
• Collaborative and proactive leader with integrity, professionalism and a strong commitment to health, safety, environment and social and community principles.

Travel: Frequent travel to supported operational sites is required.

Languages: Advanced English proficiency, both written and spoken, is required. French language skills are an asset.

Work Location: Laval corporate office, on-site five days per week.
