IntroductionThis is a senior opportunity for an experienced Pre-Contracts Manager to lead the end-to-end tendering and pre-contracts function for a Western Australia-based engineering and construction business. The company delivers specialist Design & Construct solutions to the mining sector, with a focus on processing plant upgrades, Non-Process Infrastructure and sustaining capital works across greenfield and brownfield environments. Reporting directly to the Managing Director, this role will play a critical part in securing new work by leading bid strategy, estimating, commercial review, risk assessment and client engagement throughout the tender lifecycle.About this roleAs Pre-Contracts Manager, you will lead the full pre-contracts function across the business, taking ownership of tender strategy, estimating oversight, commercial positioning and bid submission quality. Working closely with senior leadership, engineering, design and delivery teams, you will ensure proposals are compliant, competitive and aligned with the company's growth objectives. You will also act as a key client interface during the tender phase, supporting clarification meetings, presentations and commercial discussions. This is a hands-on leadership role suited to someone who understands both the commercial and delivery requirements of mining projects and can bring structure, discipline and strategic thinking to the tendering process. Key Responsibilities

Lead the preparation and submission of Design, Engineering and Project Delivery tenders Manage the full tender lifecycle from EOI through to contract award Develop win strategies in collaboration with senior leadership Coordinate internal and external stakeholders during bid development Oversee detailed capital cost estimates across design, engineering and project delivery scopes Review take-offs, pricing, subcontractor inputs, assumptions and benchmarking Validate assumptions relating to labour productivity, construction methodology and supply chain Lead value engineering and alternative methodology assessments Identify commercial risks and develop appropriate mitigation strategies Lead contract reviews, departures and tender clarifications Support client negotiations and commercial positioning Work closely with engineering and delivery teams to ensure buildable solutions Ensure successful handover from pre-contracts to project delivery post-award Provide market intelligence on project pipelines and competitor positioning Support go / no-go decision making and broader business development strategy Read moreIs this you?You will bring strong experience across pre-contracts, estimating, bid management or commercial tender leadership within mining, heavy industrial or engineering and construction environments. You will be comfortable leading multidisciplinary tender teams, reviewing technical and commercial information, engaging with clients and ensuring tenders are well structured, accurate and commercially robust. Key Requirements

Demonstrated experience in pre-contracts, estimating or bid management Background in mining, heavy industrial, engineering or construction projects Experience across sustaining capital works, processing plant upgrades and/or NPI infrastructure Exposure to D&C, EPC or similar project delivery models Strong commercial acumen and contract awareness Ability to interpret engineering designs, scopes and construction methodologies Proven ability to lead multidisciplinary tender teams Strong stakeholder management and client engagement skills Degree qualification in Engineering, Construction Management, Quantity Surveying or similar preferred Postgraduate qualifications in Project Management or Commercial Management will be highly regarded
